Executive Data Governance Council (EDGC)

The EDGC operates across the full USC System and is part of the university's broader IT governance framework. It maintains coordination with other governance groups, supports strategic institutional priorities, and oversees core data domains—Finance, Human Resources, Student, and Learning Management Systems—while appointing Data Stewards to operationalize governance within these domains.

Overview

The Executive Data Governance Council (EDGC) is a strategic decision-making body established to enhance data governance, access, quality, and usability across the University of South Carolina System. Its primary objective is to ensure that institutional data is leveraged effectively to support informed decision-making, operational efficiency, and innovation university-wide. The Council focuses on establishing data standards, strengthening reporting and analytics capabilities, evaluating governance programs and vendor performance, and advising on system-wide technology decisions that impact data.



Membership

The EDGC is comprised of executive members of the USC community and hold the role of Data Trustee for their respective area of authority and responsibility. The office of the Chief Data Officer staffs the Council and provide support for all meetings and activities.

  1. Vice President for Enrollment Management
  2. Associate Vice President for Finance and Administration & University Controller
  3. Vice President for Human Resources
  4. Vice President for Information Technology and CIO
  5. Executive Vice President and Provost, Columbia Campus, or Designees
  6. Vice President for Student Life
  7. Vice President for Research
  8. Vice President for Development
  9. USC System Chancellor and Designee
  10. Dean Representatives as appointed by Provost
  11. Associate VP for Finance and Budget

Members may not delegate their membership, nor engage a proxy; in the event of vacancy, the individual to whom the member reports may name an interim member.

 Thie voting members of this Council appoints Data Stewards, also known as core data domain strategic leads to the Data Stewards Committee. The Chief Data Officer and Executive Director of the Office of Institutional Research, Assessment and Analytics co-chair this Committee and provide regular reports to the EDGC.
