Telecommuting

The College of Information and Communications recognizes the value of telecommuting for our employees. Telecommuting is a management tool allowing for flexibility in work options, but it's not suitable for all employees or positions.   

  • Telecommuting does not change the basic terms and conditions of employment. It is a management option and not a universal employee benefit.  
  • The decision to allow an employee to telecommute is solely at the discretion of the College of Information and Communications.  
  • The university/college may revoke the approval of any employee to telecommute at any time, with or without notice.  
  • Eligible employees in non-leadership/management roles may request to telecommute up to a maximum of (2) scheduled days per week. However, exceptions may be requested by an employee’s supervisor to the CIC Dean’s Office. 
  • Employees in leadership/management roles may request to telecommute up to (1) scheduled day per week. 
  • If an employee's scheduled telecommuting day falls on sick/annual leave or university holiday, the holiday and/or leave supersedes the scheduled telecommuting day for that week. This does not allow employees to change their scheduled day(s).  
  • Employees are required to be physically present on campus to attend in-person meetings and/or training sessions, even if they coincide with their telecommuting days. In such instances, travel time to and from the workplace will not be considered as part of their working hours, like a regular workday.
  • The decision to authorize these options is within the supervisor's discretion based on the nature of the work being performed and other business considerations. During each annual evaluation, the supervisor and employee will review employee satisfaction, stakeholder satisfaction, and productivity.

Eligibility requirements include, but are not limited to:  

  • The position must be appropriate for telecommuting (Job code eligibility provided in the table below).

  • Employees classified in one of the following job codes are not approved for telecommuting: 
    • AM55, AM65
    • CG50
  • Employee exhibits the needed characteristics to telecommute successfully, and a suitable alternate workplace is identified.
  • Must have satisfactory job performance and EPMS review.
  • New and Transfer employees become eligible one month after their start date, allowing sufficient time for onboarding and training in their respective roles and duties (Supervisors have discretion to request an exception to the CIC’s Dean’s Office). 
  • Positions that are not appropriate for telecommuting are those that:
    • Require regular face-to-face contact with the supervisor, other employees, students, members of the university community or the public; or
    • Require routine access to information to materials that are available only at the regularly assigned place of employment.
  • Approval for a specific day of the week one term does not guarantee approval for that same day, during another term. It is important to rotate popular days among staff (not applicable to a hybrid schedule). 
  • Employees specifically hired into a hybrid role will work a minimum of two days on campus and will set their hybrid work schedule with their supervisor within one month of employment. The process for applying for telecommuting and monthly reporting is the same. 

Telecommuting requests are submitted electronically through PeopleSoft HCM. Employees should not begin telecommuting until the telecommuting request has been approved by all required parties (Supervisor, CIC HR Manager and Employee Relations).  

All employees must apply and be approved to telecommute. Complete the following steps to submit your request: 

  1. Login to PeopleSoft HCM
  2. Should be viewing “Employee Self Service”
  3. Select “Remote Worker” tile
  4. Select “Add Request”
    1. Enter “Start Date”
    2. Enter “End Date” (Do not Exceed 1 Year)
    3. Select “Remote Worker Type” – Hybrid
  5. Select “Next”
  6. Review:
    1. Telecommuting Information and Policies  
    2. Assessment Tool
  7. Acknowledge Telecommuting Agreement
  8. Verify Address
  9. Verify W4 Information
  10. Request Details
    1. Remote Worker Type – “Hybrid”  
    2. Remote Work Reason – “Campus/Division/Department”
    3. Remote Location – Make Selection
    4. Remote Days – “Average Days Per Week”
    5. Average Days/Week – Enter number of days according to the college’s policy and/or approved by your supervisor
  11. Complete/Upload Equipment Inventory List (attached)
  12. Review and Submit

Supervisors and employees encouraged complete the following forms to establish clear telecommuting expectations:   

After telecommuting requests have been submitted through PeopleSoft HCM, they will be reviewed and approved by the employee's supervisor, the CIC Human Resources Manager, and Employee Relations."

Employees and supervisors will receive electronic notifications regarding the approval status of their telecommuting requests or if additional information is required for further review.

Employee’s approved to telecommute are required to submit this Monthly Telecommuting Activity Report.

  • All fields are REQUIRED
  • If an employee is unable to telecommute on their scheduled day for any reason, they must complete a JotForm for that week, indicating their status (e.g., worked in the office, on leave, or observed a paid holiday)."

Submission Deadlines 
The Monthly Activity Report must be submitted no later than the 7th day of the following month.

Failure to submit form by deadline, will result in:  

  • First Offense: Written warning .
  • Second Offense: Suspension of telecommuting agreement for 6 months.
    • After the 6-month suspension, employee must resubmit a new telecommuting request.
    • Telecommuting activity submissions will be reviewed and approved by employee supervisor and college human resource manager.

Telecommuting agreements must be renewed annually!

Additionally, an agreement must be updated if conditions change at any point during the year. Conditions may include changes to your day of telecommuting, job duties or specific provisions within the telecommuting agreement. Annual renewals will occur by July 1st unless your supervisor deems it necessary to review/update your telecommuting agreement prior to that date.  

The university's core business hours are 8:30 a.m. to 5:00 p.m., Monday through Friday. The college allows employees to request an alternate work schedule if appropriate coverage for all regular departmental functions is provided during these core business hours. 

Employees have the option to request two different types of schedules:

  1. A compressed workweek schedule allows you to work four working days instead of five, but you must still work at least 37.5 hours per week.
  2. A variable workweek allows you to work five working days, but with work hours other than 8:30 a.m. – 5:00 p.m.

How To Apply
Full-time, part-time and temporary employees are eligible to apply. Complete the Flexible Work Schedule Request [pdf] and submit it to your supervisor for approval. Your supervisor will send all recommendations of approval to the CIC HR Manager for final approval. Regardless of whether the request is approved or not, all requests will be sent to the CIC HR Manager and kept in departmental files.

The decision to authorize these options is within the supervisor's discretion based on the nature of the work being performed and other business considerations.

A temporary informal telecommuting request may be approved by the CIC Dean’s Office for short-term projects of less than three months or for brief illnesses and emergencies. These arrangements do not require a formal telecommuting agreement. Supervisors must document the expectations of the temporary agreement in writing and submit to the CIC Dean’s Office for approval.
