Background
Annie Parham teaches Legal Research, Analysis & Writing I & II for first-year law students.
Prior to joining the faculty, Parham practiced as a trial attorney for the U.S. Department of Justice’s Civil Rights Division in its Educational Opportunities Section in Washington, DC, where she enforced federal anti-discrimination statutes in K-12 schools and institutions of higher education across the country. Her caseload included school desegregation litigation and matters investigating sex- and race-based harassment of students, improper use of restraint and seclusion of students with disabilities, and failure to provide equal educational opportunities for English Language Learner students. Parham also drafted and negotiated comprehensive settlement agreements to remedy violations of federal civil rights law. Parham received the Civil Rights Division’s Special Commendation Award in November 2022 and its Special Achievement Award in September 2020 in recognition of her work.
Before joining the Civil Rights Division through the Attorney General’s Honors Program, Parham clerked for the Honorable Jan E. DuBois in the U.S. District Court for the Eastern District of Pennsylvania in Philadelphia.
Parham earned her J.D., magna cum laude, from Georgetown University Law Center, where she was an Executive Editor of The Georgetown Law Journal. She holds a B.A. in Political Science and French from the University of South Carolina Honors College. She is a member of the bars of South Carolina and the District of Columbia.
